Webinar for Law Enforcement on Washington's new 'Safe Harbor' Bill (ESHB 1775)

ALL PROSECUTORS AND LAW ENFORCEMENT OFFICERS WELCOME

On January 19, 2020, Washington state legislators passed the ‘Safe Harbor’ bill (Engrossed Third Substitute House Bill 1775) to better support child victims of sex trafficking. These new laws will impact the investigation and prosecution of crimes involving Commercial Sexual Exploitation of Children (CSEC). This CLE (approved for 1.5 law & legal credits) will provide an overview of the Safe Harbor laws, identify potential investigative barriers, and begin the process of developing creative strategies to overcome these barriers through collaboration with investigators and prosecutors. Development of these strategies will ensure that evidence can be collected to successfully prosecute sex buyers and traffickers who exploit children. Additionally, these solutions will provide guidance on how to respond to CSEC in a victim-centered and trauma-sensitive manner which will protect minors who experience exploitation.
